Ray Justice services clients in the nonprofit business with areas of specialty in compliance, operations, contracts and grants management, fraud and ethics. Ray has provided consultations to organizations on a comprehensive range of operational areas including advising on regulatory interpretations and compliance, streamlining existing operational processes and ensuring adequate internal controls including training on donor regulations or organizational polices and procedures. Specific issues where Ray has assisted organizations are in matters related to governance, cost reasonableness, procurement, grants and contracts management, sub-recipient monitoring and management, fraud and ethics investigations, reviewing field policies and procedures for compliance and risk. Ray is a Certified Fraud Examiner. Prior to consulting, Ray has held senior leadership positions in both international and domestic non-governmental institutions in charge of compliance and grants and contracts departments. He has more than 16 years in nonprofit experience. His extensive experience includes a wide range of USG funding agencies as well as a number of private donor organizations. Ray has trained staff on policy and procedures, ethics and other operations specialties with a focus on the nonprofit sector. Ray has supported organizations undergoing compliance, risk, and fraud investigations by external donors or regulatory agencies. His experience is achieving superior performance by designing and implementing operational systems and recommending internal controls to reduce costs, increase efficiencies, accuracy and compliance. Ray has worked in non-profit organizations in diverse sectors relief services, health, education, organizational capacity building, and agricultural. Rays vast industry knowledge ensures that solutions are grounded in practical, operational experience that support the strategic goals and missions of organizations.
