Rachel Cochran
Senior Counsel, USAID
Rachel Cochran is an Acting Assistant General Counsel, and serves as Senior Counsel for Litigation and Enforcement in the Office of the General Counsel for the U.S. Agency for International Development (USAID). Ms. Cochran advises USAID’s Suspending and Debarring Official on all suspension and debarment matters, and also advises USAID on matters of corporate responsibility and False Claims Act matters. Ms. Cochran represents the Agency before the GAO, the Civilian Board of Contract Appeals, and various federal courts. Prior to joining USAID, Ms. Cochran was an Associate General Counsel for Risk Mitigation at Navient, LLC, a publicly-traded financial services company. Ms. Cochran was in private practice for several years at Baker Botts L.L.P., handling white collar criminal matters, corporate fraud, and FCPA investigations. Ms. Cochran received her J.D. from the University of Virginia School of Law, and a B.S. from Vanderbilt University.
