Lorraine “Rainee” Luciano is a Senior Associate Counsel for the Department of Energy, Office of Inspector General (DOE OIG) where she manages the DOE OIG’s ethics program, provides legal advice for OIG investigations, audits, and inspections. She also works on the congressional – legislative affairs portfolio. Prior to DOE OIG, she was the Ethics Counselor/Attorney-Advisor for the OIG at the Department of the Interior (DOI). OIGs promote economy, efficiency, and effectiveness in the administration of Department programs and assists in the prevention and detection of fraud, waste, abuse, and mismanagement related to Department programs and operations Before working in the Inspector General community, she was the Designated Agency Ethics Official for AmeriCorps (f/k/a the Corporation for National and Community Service (CNCS). Prior to AmeriCorps she was an Ethics Attorney-Advisor for the Departmental Ethics Office at DOI. Her first federal civil servant position was as the Branch Chief for the Department of Agriculture's Office of Ethics for the Forest Service. Rainee previously served on active duty as a Judge Advocate General (JAG) Officer in the U.S. Navy. She continued her Naval service in the U.S. Navy JAGC Reserves, completing a total of 21 years. Rainee concluded a distinguished Naval career, achieving the rank of Commander. Rainee held myriad jobs during her Naval career to include prosecutor, defense counsel, Staff Judge Advocate, and legal advisor while on deployment in Iraq. She was awarded the Bronze Star. Rainee received a BA in Political Science from Arizona State University and a JD from the University of Missouri - Kansas City School of Law. She is a member of the SCCE and holds a Certified Compliance & Ethics Professional (CCEP) designation.
