Emily Stern is the Chief of the Enforcement Section of the Charities Bureau of the Office of the Attorney General of the State of New York. Emily oversees the bureau’s enforcement efforts, including by leading and supervising investigations and litigation concerning governance matters involving allegations of breaches of fiduciary duties, fraud, diversion of charitable assets and improper administration by charities. Emily has been at the helm of many groundbreaking enforcement matters brought by the NY AG Charities Bureau. This includes supervising the Bureau’s investigation and litigation against the National Rifle Association of America. Under Emily's leadership, the N.Y. AG Charities Bureau secured dismissal of NRA’s bankruptcy petition that sought to avoid regulatory oversight from the NY Attorney General, a jury verdict finding the NRA and members of its senior leadership liable for violating charities laws, and a judgment mandating institutional reforms by the NRA, awarding more than $6 million in financial restitution payments by senior executives and court orders barring such executives from nonprofit fiduciary roles. Emily also leads Bureau initiatives to enhance legal compliance, establish good governance and improve training in the not-for-profit and charitable sectors.
